Government of Kerala vide G.O.(Rt) No. 05/2017/ITD dated 11/01/2017 had given Administrative Sanction for project of “Skill Delivery Platform of Kerala”, a project linking all the 150 Engineering colleges in Kerala with the IT parks through a Tele-presence network. The project is aimed at creating State-of-the-art Technology enabled Learning platform that will enable remote delivery of high quality skills programme and industry – the platform to be enabled through dedicated network backbone, Telepresence solution and Learning Management system. The project is aimed at providing a learning platform connecting 150 Hi-Tech classrooms in the Engineering colleges of the state, which can deliver skills training to around 50000 students each year.
The Electronics & Information Technology (EIT) Department, Govt. of Kerala, will be the main sponsor of the Project.
Kerala State IT Infrastructure Limited (KSITIL) is the Special Purpose Vehicle (SPV) for the implementation of the Telepresence Infrastructure in the institutions. KSITIL will also work with Higher education department and Directorate of Technical Education in building / modifying/converting classrooms in Govt. colleges
ICT Academy of Kerala is the operating partner for delivering Skills courses through the platform. It will be responsible for the creation /curating /selection of industry relevant contents, for collaboration with Industry experts in delivering the programme and managing the enrolment through the exit life cycle of students participating in the programme.
Create State-of-the-art Technology enabled Learning platform that will enable remote delivery of high quality skills programme and industry.
Deploy the learning platform connecting 150 Hi-Tech classrooms in the Engineering colleges in the state.
Implementation of an effective e-Learning solution with collaboration features to use in a distributed environment.
Use the platform to deliver Skills training to approximately 50,000 students/year .
Deliver formal skills delivery programme through Minor degree, various certification programmes, expert lectures etc. to enhance the learning opportunities and employability of students.
SDPK is expected to set a new benchmark for immersive virtual classrooms in India.
N/w backbone: This layer is one of the most important aspects of the project. A high- quality (10 Mbps dedicated line to the classroom) data network connecting the colleges to Industry hubs is essential for the success of this programme. The state WAN will be extended to the Engineering colleges to support the network requirements of the institutions.
Hi-Tech Classrooms: The participating institutes are required to create this layer, for the deployment of Skills delivery platform. These classrooms will have the right lighting, and soundproofing, such that it will augment the immersive experience delivered through the Telepresence solution layer. The participating institutions are required to create the physical infrastructure as part of their affiliation process, to be able to subscribe to this platform. In the case of Govt. engineering colleges & Polytechnics, the interior infrastructure will be created by KSITIL from the savings obtained.
Tele-presence solution: The electronics layer comprising Hi-Def projections, Hi-Fed audio, capture Camera, Microphones and connected computing devices for each participants, will make this layer a highly interactive and immersive learning layer. These devices will have to be housed in the Hi-Tech classroom described above to enable student learning.
Learning Management solution (LMS): This layer comprise of the s/w relating to the online learning channels. A full-fledged LMS that will align to the entire value chain of student enrollment to student exit process has to be managed by the LMS. It should link with the regular Live classroom s/w so that the channels are integrated and facilitate seamless cross overs.
Intuitive learning objects: This layer is another important aspect of the platform. The learning objects (contents, curriculum, assessment materials, quality frameworks etc.) that are industry relevant, of high quality and intuitive to students will be delivered to students through online methods, to enable assisted learning. Also, with the help of industry live classroom session objects (presentations, virtual labs etc.) will be created in this layer..
The creation of infrastructure part of the SDPK project is mainly divided into 3 parts.

It is proposed to setup 4 studios with State of the art technology and interiors. The interior furnishing works includes partitioning works, interior finishing, flooring, false ceiling, AC etc.
The physical infrastructure to host the advanced Hi-Tech classroom is to be created by the participating private institution. The infrastructure should have sound proof classroom, 60-70 seat with n/w and power ports, adequate lighting for making the classroom experience in alignment with the displays being installed. The interior furnishing of classrooms in Govt. and Govt. controlled colleges will be done by KSITIL utilizing the savings from the awarded works and sanctioned amount for SDPK project.
Laptops and WiFi access will be provided to all the Govt. and Govt. controlled colleges.
SDPK is a common platform that will enable the delivery of skill courses of any domain, technology or Engineering. It is therefore important to have a standardized approach for implementing such third party training programme utilizing the SDPK platform. The selection of courses will involve conducting the training needs analysis, shortlisting of training service providers (TSPs), selecting the TSPs through a selection process, with the help of an expert advisory committee created for the SDPK project to oversee and approve contents created for SDPK project and finalize the overall training plan.
A MoU has been signed by KSITIL with M/s ICT Academy of Kerala to extend their services as Operating Partner for the SDPK project. They have been working with Govt. of Kerala and Industry in the overall design of the Skills Delivery Platform Kerala (SDPK) and is well aware of the programme objectives of SDPK project. M/s ICT Academy of Kerala will be delivering the courses either directly or through their training partners.
M/s ICTAK has membership tie-ups with more than 70 Institutions in the state and has been delivering multiple skills programme to the faculty members and students. They are a Skill partner to multiple Government Organisations such as Additional Skills Acquisition Programme (ASAP) and Kerala Academy for Skills Excellence (KASE). The stakeholder relationships of M/s ICTAK with various institutions can be utilized in establishing the right governance and also in enhancing the smooth delivery of the programme.
Obtaining relevant employability skills has become an important requirement for the current generation of students who aspire for better career in a highly competitive industry environment. In an attempt to bridge the employability gaps and to produce suitably skilled workforce for the growing needs of industry, Govt. of Kerala has designed a technology enabled, Industry supported Skills Delivery platform that will have the reach and quality, in the State. Through the platform, a targeted long-term skills programme that are Industry relevant and high quality can be delivered to the students.

Depending upon the course offered, the qualification required for the enrollment will be announced.
The students can contact the faculty coordinator assigned to each institution and they will be guided by the Faculty Coordinator.
